First check to insure the vacuum line to the fuel petcock hasn't become disconnected or twisted. Quick check is run bike on prime, it bypasses the vacuum operated diaphram that opened the main or reserve fuel tap. The water suggestion is also good. Wide plug gap or other high resistance on coil circuits could raise the required firing voltage to more than coil can out out. Also choke on this carb is a separate small passage that allows more air and lots of fuel to enrich the mixture and raise the idle speed, unlike older carbs that actually have a choke plate operated by a lever or cable. Had a Honda 200 recently that needle groove was won to the point the clip slid off it and the needle would not raise with the slide, ran so lean with out the fuel opening up it has similar symptoms and took a spell to locate.
